ESOS – UK & EED – European

The U K Government established ESOS to implement Article 8 (4 to 6) of the EU Energy Efficiency Directive (2012/27/EU). The ESOS Regulations 2014 give effect to the scheme in the UK, each European member state has a similar responsibility to implement the directive.

The Irish Government has established the National Energy Efficiency Action Plan (NEEAP) with the aim of implementing the European Directive. ESOS is a mandatory energy assessment scheme for organisations in the UK that meet the qualification criteria.

The Environment Agency is the UK scheme administrator. Organisations that qualify for ESOS must carry out ESOS assessments every 4 years. These assessments are audits of the energy used by their buildings, industrial processes and transport to identify cost-effective energy saving measures.

ESOS applies to large UK undertakings and their corporate groups. It mainly affects businesses but can also apply to not-for-profit bodies and any other non-public sector undertakings that are large enough to meet the qualification criteria. Corporate groups qualify if at least one UK group member meets the ESOS definition
of a large undertaking.

Large Undertakings

For the qualification date for the second compliance period (31 December 2018) a large undertaking is any UK company that either:

  • Employed 250 or more people.
  • Had an annual turnover in excess of €50 million (£44,845,000), and an annual balance sheet total in excess of €43 million (£38,566,700).

For the qualification date for the third compliance period (31 December 2022) a large undertaking is any UK company that either:

  • Employs 250 or more people.
  • Has an annual turnover in excess of £44 million, and an annual balance sheet total in excess of £38 million.

Please note if you qualify for ESOS and your organisation is fully covered by ISO 50001, you do not need to carry out an ESOS assessment. You just need to notify the Environment Agency that you are compliant with ESOS.

ISO 50001
Energy Management System (EnMS)

ISO 50001 was developed for organizations committed to addressing their impact, conserving resources and improving the bottom line through efficient energy management.

ISO 50001 is based on the management system model of continual improvement also used for other well-known standards such as ISO 9001 or ISO 14001.

This makes it easier for organizations to integrate energy management into their overall efforts to improve quality and environmental management.

ISO 50001 provides a framework of requirements for organizations to:

  • Develop a policy for more efficient use of energy
  • Fix targets and objectives to meet the policy
  • Use data to better understand and make decisions about energy use
  • Measure the results
  • Review how well the policy works, and

Certification to ISO 50001

Like other ISO management system standards, certification to ISO 50001 is possible but not obligatory. Some organizations decide to implement the standard solely for the benefits it provides. Others decide to get certified to it, to show external parties they have implemented an energy management system. ISO does not perform certification.
